Recently, Shandong Provincial Health Commission issued the Circular on the Second Assessment of Provincial Key Clinical Specialty Construction Project in 2020 (Lu Wei Letter [2024] No. 507), and our Department of Critical Care Medicine was successfully approved as the provincial key clinical specialty, marking a new breakthrough in the construction of the discipline in our hospital.

According to the “Provincial Key Clinical Specialties Construction Management Measures (Trial)” (Lu Wei Medical Word [2022] No. 15) and “Circular on the Evaluation of 2020 Provincial Key Clinical Specialties Construction Project” (Lu Wei Letter [2023] No. 658), Shandong Provincial Healthcare Commission recently conducted another evaluation and acceptance of 2020 Provincial Key Clinical Specialties Construction Project. After the comprehensive assessment by the expert group, the Department of Critical Care Medicine of our hospital has reached the construction standard of provincial key clinical specialties, and is determined to pass this acceptance assessment and be included in the management of provincial key clinical specialties.


In recent years, our hospital adheres to the high standard to promote the construction of key disciplines, formulates the development plan, optimizes the construction layout, clarifies the development goal, and achieves remarkable results in the construction of disciplines. Pediatrics and Critical Care Medicine have been successfully approved as provincial key clinical specialties, and Neurology has successfully become a key discipline of medicine and health in Shandong Province (construction unit).

In the next step, our hospital will take the provincial key specialties (disciplines) as the basis, and keep improving the diagnosis and treatment level, and do our best to escort the life and health of the people in Jiluyu border area.




Introduction to the Department of Critical Care Medicine of Liaocheng Second People's Hospital




The Department of Critical Care Medicine of Liaocheng Second People's Hospital was established in 2005, and after nearly 20 years of development, it has become a key clinical specialty in Shandong Province and a key specialty in Liaocheng City, integrating medical treatment, teaching, scientific research, health care and rehabilitation. Our Department of Critical Care Medicine is one of the first ICU nursing training bases in Shandong Province, a member unit of the Critical Care Medicine Specialty Alliance of the Commission and Provincial Co-construction National Regional Medical Center, a member unit of the Critical Care Medicine Alliance of the First Medical University of Shandong Province, and a member unit of the Shandong Province Sepsis and Infectious Shock Healthcare Big Data Science and Technology Innovation Alliance. In recent years, the Department of Critical Care Medicine has been developing and expanding, with two wards in the headquarter and Huamei Hospital District. At present, there are 73 open beds and 202 medical and nursing staff, including 1 second-class professor, 37 senior titles, 124 intermediate titles, 7 doctoral supervisors, 7 master's supervisors, 36 PhDs and master's degree holders, who are middle-aged and young experts with outstanding contributions in Shandong Province, Qilu leading talents in health and hygiene, decision-making and consulting experts from Shandong Province, middle-aged and young experts with outstanding contributions in Liaocheng City, and leading talents (100 talents) in Liaocheng City. There are a series of high-level professionals, such as the Watertown Leading Talents (experts of the Hundred People Plan), Liaocheng Outstanding Young Job Masters, and Liaocheng “The Most Beautiful Science and Technology Workers in Watertown”. It is divided into 7 sub-specialties: Neurological Critical Care, Obstetrics and Gynecology Critical Care, Cardiac Critical Care, Pediatrics Critical Care, Respiratory Critical Care, Hepatobiliary Critical Care and Trauma Critical Care. The annual volume of treated patients is increasing year by year, the percentage of RW>2 and case-mix index (CMI) are increasing year by year, and nearly 50 cases of ECMO technology are being carried out, which is close to the level of national advanced centers. The service scope involves more than 30 counties and cities in Hebei, Luzhou, and Henan provinces, and the percentage of out-of-province patients is about 30%, with a service radius of more than 100 kilometers, and a radiated population of more than 10 million people, which has enjoyed a higher reputation in the surrounding regions. The hospital has successfully built a medical association of county hospitals centered on the hospital, and has signed contracts with the neighboring Linqing People's Hospital, Qinghe People's Hospital, Qinghe Central Hospital, Qinghe Hospital of Traditional Chinese Medicine, Linci People's Hospital, Linci No.2 People's Hospital, and Xiazin People's Hospital, which has improved the level of treatment for the patients with acute and critical conditions in the region through the forms of thematic forums, case discussions, and online and offline consultations. At present, it has developed into a large-scale acute and critical treatment center in Hebei, Luyu and Yu border area, and it has stood up, dared to play and was able to play in the public health emergencies, such as the outbreak of new coronary pneumonia epidemic, major food poisoning, major trauma, etc. It has made a significant contribution to defending the last line of defense of life, and it has admitted three cases of critically ill anthrax patients in 2024, which were all saved successfully, and it was highly praised by the leaders of National and Provincial Health Care Commissions. Attaching importance to talent cultivation, the team has sent a number of staffs of intermediate level or above to the Royal Free Hospital of the United Kingdom, Münster University Hospital of Germany, Hopkins Hospital of the United States, Peking Union Medical College Hospital and other domestic and foreign medical institutions for further training and study. The team has participated in 14 national projects such as the National Science and Technology Support Program, 10 provincial projects and 23 municipal projects such as the Shandong Science and Technology Development Program and the Shandong Nature Fund. The team has won many awards such as Science and Technology Award of China Society of Integrative Medicine, Shandong Province Science and Technology Progress Award, Shandong Province Medical Science and Technology Award, etc. The team has published more than 129 professional papers. He has published more than 129 professional papers, including 56 papers indexed by SCI such as Nature, 8 monographs, 3 national guidelines and expert consensus such as Chinese Expert Consensus on Integrative Diagnosis and Treatment of Alzheimer's Disease, and 1 national utility model patent. He undertakes clinical teaching tasks for Shandong University, Shandong University of Traditional Chinese Medicine, Shandong First Medical University, Shandong Second Medical University, Binzhou Medical College, etc., with about 100 clinical internships per year, and cultivates 24 master's degree students, 25 doctoral students, and 25 post-doctoral students for major universities. In the past three years, more than 100 people from hospitals at all levels have come to our department.








Currently, a number of medical technologies are pioneered in the province's critical care medicine community: extracorporeal membrane pulmonary oxygenation (VA-ECMO, VV-ECMO, VAV-ECMO, ECPR), intra-aortic balloon counterpulsation (IABP), transcatheter aortic valve implantation (TAVI), transcatheter mitral rim repair (TEER), continuous blood purification at the bedside, plasmapheresis and double plasma molecular adsorbent therapy (DPMAS); critical care ultrasound cardiopulmonary function and thrombus assessment; critical care ultrasound-guided vascular puncture catheterization, critical care ultrasound of the lungs (Bedside Lung Ultrasound Examination, BLUE program), the e-FAST program for trauma testing (extended focused assessment with sonography for trauma, eFAST), and cardiac rapid ultrasound. eFAST), as well as rapid cardiac ultrasound, bedside fiberscope, and endotracheal contouring; noninvasive cardiac output monitoring; ultrasound-guided PICC/midline catheter placement; ultrasound-guided jejunal nutritional tube placement; and the use of transnasal high-flow oxygen in ICU patients. Specialized critical care transfer vehicles, continuous life monitoring system, mobile respiratory support equipment and ECMO and other resources are integrated to create a mobile ICU, which transfers more than 400 critically ill patients annually.
