First, the scientific and precise division of risk areas. According to the building, unit, floor, household demarcation of high-risk areas, shall not be arbitrarily expanded to neighborhoods, communities and streets (townships) and other areas. Various forms of temporary closure and control shall not be adopted.

 

Second, further optimize nucleic acid testing. Maintain the existing nucleic acid testing sites are not reduced and further optimize the layout. In accordance with the prescribed scope and frequency of key populations “should be tested as much as possible”. Nucleic acid testing will not be carried out for the entire population according to administrative regions. Services are provided free of charge to those who are willing to undergo testing, and residents are encouraged to conduct antigen testing on their own. When entering special places such as nursing homes, welfare homes, medical institutions (excluding vaccination clinics set up independently or physically separated from medical institutions), childcare institutions, primary and secondary schools, as well as closed places such as Internet cafes, bars, chess and card rooms, KTVs, scripted killings, saunas and baths, catering (dine-in), and indoor fitness facilities, they are required to scan the code and check the proof of a negative nucleic acid test for 48 hours (infants and young children under the age of 3 are exempt from the test). Important institutions, institutions, enterprises, construction sites and major events and some specific places to implement the necessary preventive and control measures. No longer check the health code and negative nucleic acid test certificate for inter-regional migrants, and no longer carry out the “landing inspection”.

 

Third, optimize and adjust the isolation method. The infected should be scientifically categorized and admitted, and positive infected people can voluntarily choose home isolation or centralized isolation and admission. Residents purchasing “four types of medicines” such as antipyretic, cough suppressant, antiviral, and cold and flu medicines through Internet platforms or pharmacies will no longer be required to check negative nucleic acid test certificates, and will no longer be required to register their real names.

 

Accelerating the vaccination of the elderly against the new coronavirus. All localities should adhere to the principle of receiving as much as possible, focusing on improving the vaccination rate of people aged 60-79 years and accelerating the vaccination rate of people aged 80 years and above, and make special arrangements. Vaccination services will be optimized through the establishment of green channels for the elderly, temporary vaccination points, mobile vaccination vehicles and other measures. Training in determining contraindications to vaccination should be carried out on a level-by-level basis, and medical personnel should be instructed to scientifically determine contraindications to vaccination in accordance with the “Shandong Province New Coronavirus Vaccination for the Elderly Suggested Technical References (Second Edition)”. Refine the popularization of science propaganda, mobilize the whole society to participate in mobilizing the elderly vaccination, localities can take incentives to mobilize the enthusiasm of the elderly vaccination.

Emergency clinics, dialysis rooms, operating rooms, intensive care units, delivery rooms and neonatal wards should not be closed or controlled unless necessary. Strengthen the safety and security of the epidemic.
