Shandong Province Health and Health Commission: Notice on Further Optimizing Medical Services to Facilitate Mass Access to Medical Care

Municipal health commissions:

In order to further implement the requirements related to the prevention and control of the new Crown pneumonia epidemic and to facilitate the public's access to medical care, the following notices are now being issued on the optimization of medical services:

First, localities should coordinate urban and rural medical resources, and make every effort to ensure that the public demand for medical care. The province's various types of medical institutions at all levels, including general hospitals, Chinese hospitals, specialized hospitals, maternal and child health hospitals, and township health centers, community health service centers (stations), village health offices, infirmaries, clinics, clinics and other primary health care institutions, can receive fever patients. Community health service stations, village health offices should have the basic medicines needed for diagnosis and treatment on the basis of timely opening of fever patients diagnosis and treatment services, to achieve full coverage by December 25th.

Second, promote nucleic acid sampling point “a little more than one”. According to the needs of each area, the nucleic acid sampling points with more than two sampling booths can be selected, and one of them can be transformed into a “fever diagnosis and treatment station” to provide “one-stop” diagnosis and treatment services for the public, so as to satisfy the demand of the public for medical treatment “in the vicinity of the place”. “Third, localities should rely on primary medical care.  

Third, localities should rely on primary health care institutions to build 15-minute consultation and treatment service circles, guiding the public to seek first aid at the grassroots level and to seek medical treatment in an orderly manner. Those with more serious conditions that are beyond the capacity of primary medical institutions should be referred to them in a timely manner. Family doctor contracting teams should do a good job of monitoring the health of residents in the grid, publicizing and educating them, and providing health services to patients at home.

Fourth, localities should give full play to the role of Internet hospitals, providing online diagnosis and treatment, health guidance, psychological counseling and other services for patients with fever, chronic diseases, etc., and prescribing and delivering medicines online to their homes if possible.

Fifth, localities should strengthen the medical institutions antipyretic, analgesic, cough and proprietary Chinese medicines, Chinese medicine tablets and other drug reserves to meet the needs of the masses.

Counties (cities and districts) should promptly publish a list of medical institutions that provide consultation services for patients with fever, and guide the public to seek medical treatment in an orderly manner in their vicinity. Medical institutions of all levels and types should report the situation of fever patients on a daily basis.
