The year 2024 is the final year of the "Three-year Action Plan for DRG/DIP Payment Reform". In order to promote the typical experience and practice, improve the efficiency of medical resources utilization, enhance the quality of medical services, and promote the transformation of hospitals to improve the quality and efficiency, the Eighth National DRG and the Third DIP Conference was held in Hangzhou, China, on September 20-22, 2010, with the aim of promoting the typical experience and practice, improving the efficiency of medical resource utilization, enhancing the quality of medical services, and promoting the transformation of hospitals with high quality and improving the quality and efficiency. The conference was hosted by the Institute of Hospital Management of the National Health and Wellness Commission, organized by the Zhejiang Provincial Healthcare Service Management Evaluation Center and the Second Hospital Affiliated to Zhejiang University School of Medicine, co-organized by the hospital associations of Beijing, Shanxi, Inner Mongolia, Zhejiang, Henan, Hubei, Guangdong, and Yunnan Provinces and Municipalities, and the Liaoning Health and Wellness Service Center, Sichuan Provincial Healthcare Service Guidance Center, and the Institute of Hospital Management of Fudan University, etc., and co-sponsored by the China Journal of Healthcare Management Science, China Digital Medicine, Chinese Journal of Hospital Management, and China Health Quality Management provided academic support. More than 2,000 people attended the meeting, including relevant leaders from the Department of Medical Affairs of the National Health Commission and the Institute of Hospital Management, relevant persons in charge of health departments, health insurance departments, academic associations and other organizations at all levels, persons in charge of various types of medical institutions at all levels and relevant departments, experts in the field of DRG/DIP, and representatives of relevant industry organizations, enterprises and institutions. Prof. Xia Zhangyong, President of our hospital, and Prof. Zhang Tiezheng, Vice President of our hospital, were invited to participate in the meeting and make typical speeches.
With the theme of "DRG/DIP Driving High-Quality Development of Hospitals", this conference has 2 topical sessions and 12 sub-forums in addition to the main forum. In the sub-forum of "Development of Traditional Chinese Medicine, Maternity and Childhood, and Social-run Hospitals" held on September 22, our hospital made a typical speech on the topic of "Sharing Experience of Refined Management of Hospitals under DRG Payment", and presided over the second stage of the forum.
In the speech, our hospital firstly briefly introduced the basic situation of the hospital from the aspects of regional location, history, hospital scale, talent team and discipline construction, and then shared the specific measures and achievements of DRG management.
With the aim of establishing a modern hospital management system and based on refinement and precision, our hospital has gradually formed a “three-multiple model” in DRG management, i.e., multi-departmental linkage, multi-measures and multi-dimensional assessment. Under the coordinated deployment of the DRG payment leading group headed by the president, the medical insurance, medical, operation, case, quality control, pharmacy and performance departments have been working together through the “three controls” (i.e., efficiency control, drug control, and consumable control), “three guarantees” (i.e., basic guarantee, technical guarantee, and policy guarantee), and the “three models” (i.e., basic guarantee, technical guarantee, and policy guarantee). At the same time, the satisfaction of patients, hospitals and government has been realized.
Our hospital's speech was fully affirmed and highly praised by the leaders and experts attending the meeting, and caused a strong reaction. It was unanimously agreed that the Second People's Hospital of Liaocheng City, in the years of DRG management practice, the whole hospital made concerted efforts, took precise and powerful measures, the implementation of various departments in place, the effectiveness of hospital management is remarkable, and gradually formed a perfect, fine, efficient “Liaocheng model”, which is highly operable and replicable. Some hospital colleagues said that they would take the management experience of Liaocheng Second People's Hospital as the basis and gradually explore management measures suitable for their own hospitals. Our hospital will work together with our colleagues to promote the continuous improvement of DRG management level.
As a next step, the hospital will take this meeting as an opportunity to continue to develop and innovate, improve quality and increase efficiency, and strive to form more “Liaocheng experience”, to provide high-quality medical services for the public through more refined DRG management, and to empower the hospital's high-quality development.
